I got a 94 HB and my rear tires are bolding on the outter part of the tire And so i went to get a alignment but they said you can only align the front only and the rear you can only replace this true?

I had a hard time understanding the last part, But I'm almost positive that you can adjust toe only, front and back.

Can you do an alignment by your self at home with the cheap *** alignment equipment you can buy at harbor freight? Im tired of paying 50bucks Every time!

I work at a alingment shop. So I just do my own car after work. I've heard of people using tape measures and squares to do it at home. but I wouldn't trust those methods completely. I've never seen harbor freights set up, so I can't answer you there.
