I have a B16AII on my 93 civic.

It was super cold outside last night at where i live and i started up my car. in the past, it always had took about 20 minutes to warm up (where the gauge reaches 25-30% up). Is that normal?

Well last night when the gauge reached about halfway and i turned on the heat full blast, the gauge started to go down slowly into C (cold). I turned off my heat and it was still at C, it won't go up anymore. I was driving, so the car was still running at that time. Any ideas? Thanks.

Nope, do a search, theres literally been a dozen topics on civic radiators in the past week, and issues with the engine temp never getting all that warm, and issues with heating the inside of the car.

searched "cardboard", "card board", "radiator cover", "cover radiator" = no useful result. hmmm

in logic, covering part of the radiator with cardboard will make under the hood cool better. I'm having problem getting the temperature needle to go up however.

Yes, exactly, your temp gauge isnt reading high enough, because your radiator is cooling your coolant too well. When you turn on the heater in the car, thats even MORE heat you are taking away from the engine and coolant via the heater core. So if you cover part of the radiator, your coolant/radiator wont cool so much and your engine will run a little warmer in the cold weather as well as give you some nice warm air from the blower fan.
