Quick question about stem seal installation (D15B7)

Default Quick question about stem seal installation (D15B7)

Well, when tearing down the head on a D15B7, I regrettably didn't pay enough attention to the valve stem seals when yanking them out. Now it's time to install the new ones, and I'm using the 10mm socket method (without the valves in since the head is off the car and disassembled). I installed them, and they seemed to click into place properly (though the "click" was often difficult to detect). However, there's space between the bottom of the seal and the top of the valve seat, allowing the seat to wobble around slightly, and I didn't notice this when the old seals were on. Is this right, or do the seals really need to be forced on to seat against the valve seat?
