Canadian regulations states that headlights must be on at all times, even during the day. My bro's (canadian bought) headlights turn on when he starts the car and doesnt need to flip a switch, but my Del Sol (american bought) does not. Is there a switch or a relay or what?

All this because I need to import my car into canada... It is also required for me to have all that, along with a KM/H speedo cluster. Anyone got one of those? And how do i go about converting my miles into kilometers (odometer), do i just go to the dealer and have it rolled to the KM equivalent?
