Question about ECU.
What ECU would work in 96-98 civic with a 97 B18C? Will 99 Civic SI one work?
Thanks for any input. (This is for a friend-All of my knowledge is EF)

Search the archives this topic has been covered about a million times.
You have a few options.
Convert to obd-1 and run a p-28 ...usefull if you plan to boost later and want to run hondata.
Run a 96-up gs-r ecu, or 99-00 si ecu. basically any vtec obd-2 ecu will work.

You know when the CEL (Check Engine Light) comes one and just pisses you the **** off? Well thats the ECU giving you the finger to fix something.

you can also run the OBDI jumper with an OBDI P72(GSR) ECU or OBDI P30(B16 ECU).
if you want to run a stock program ECU,the P72 is the way to go(OBDI or OBDII,whichever way you go).i tried a P30 on my C1 when it was basically stock,and it certainly wasn't optimal for that motor,due in part to not having the control for the IAB system.
if your motor is basically stock,P72 is the way to go.a stock P28 won't work well at all on your motor,and having it chipped with an aftermarket program is pretty much uselss unless you have other mods to support it(mainly the ability to rev the motor higher than stock,or some other rev-limiting device,to prevent overrevving due to the higher limiter most programs have).
