i wouldnt drive on it if i were you. that happen to my friends brothers car. and he ended up almost geting in an accident. where all four lugs just broke off. you can buy 1 new lug for it. thats what my friend did to his car. instead of replacing the rotor. if you look behind the rotor you can see the lugs.

you are talking about wheel STUDS.
from what you are saying, being the rotor, i'm assuming you're talking about the front. no, you do not need new rotors, the rotors come off. You can take it to any tire/auto store, and they can replace the wheel studs for about $20 bucks.
Or, you can get a wheel stud from autozone for about $5, and do it yourself, but you might have challenges doing that if you have never done it before.
take it to an auto/tire shop and have 'em replace the wheel studs.

You are going to have to take off you knuckle assembly since the studs are pressed into the hub, which is pressed into the bearing, which is pressed into the knuckle.
The knuckle is the long vertical metal part that attaches at the top to you upper control arm and at the bottom to your lower control arm and also has steering rod attached to it as well.
