Incorrect. It sits on the intake manifold between the 3 and 4 runners. Close to the head.

It is a one way valve that (under vacuum) bleeds off the positive crank pressure back in to the intake charge (on stock figure). Positive crank pressure (If not vented) will cause your gaskets to blow out and cause the motor to run poor.
