Pass emissions
hey guys I知 in Colorado, and I just did a Ls swap into my 2000 Civic, and my situation is I知 running 95 octane with only the primary sensor, and was wondering if I should be able to pass emissions without the secondary O2 plugged in?

means your car is OBD2 compliant (1996+ on civics)
not without some way of running without the CEL on.
Unless you are running OBD1 ECU swap, then you'll never pass. (you need to have OBD2 scan tool capability)
I've had a few conversations about emissions and CO recently. It seems that they are doing something very close to what they've been doing for many years here in Illinois.
In Illinois they do an OBD2 scan tool check for fault and readiness flags as well as recording the door jam info via bar code scan tool. (photos of car, driver and license plate provided via camera somewhere in the bay) Hood is never opened, minimal questions asked if any at all.
You are not going to pass if:
Any faults set (ie CEL is on)
Readiness flags not cleared (google will tell you what that means)
Scan not possible (ie OBD1 ECU used, faults in OBD2 communication wiring, faulty ECU, etc)

Im not throwing a CEL at all, but im running really rich (95 octane I believe it is), and as far as I know they dont check visually or the OBD2 port.

If they only do a gas sniffer test you could potentially pass without the second O2. The only reason for the second O2 is to detect if the cat seems not to be working. Of course the cat, first O2, and the rest of the system has to be in working order or the pollution gasses will be too high.
Why don't you have a second O2? Why do you think the car is "running rich"?

alright nice I dont think they do any of that they just put the fan to the grill, and I知 running the shell v-power nitro, but my buddy said if its too rich I can put e-85 in and just burn that gas out. Should I drive a bit to let the cat get hot, and then run emissions or does it matter if it gets hot or not?

^^ That being said. I'd suggest you get figure out your running rich problem, if you actually have one, and install a cat. 95 Octane is not the reason you'd be running rich. Likely ECU in limp mode and running rich, your injectors are too big or your tune is an off-the-self map that's not correct for your build.
