The best way to paint plastic for a long lasting impression is:
1) Clean the entire surface with Acetone (fingernail polish remover)
2) Go to a paint shop and buy a can of Bulldog Plastic Adhesive (makes sure you won't chip)
3) Apply a few coats of the Bulldog
4) Apply 2-3 good coats of primer
5) Wetsand using lots of water and some 600 grit sandpaper
6) Spray a couple of coats of your color
7) Let dry completely
8) Even if you used a really glossy enamel, spray at least 3 coats of clearcoat
9) Enjoy, and never worry about it chipping

I would just sell that armrest and try to find a blackone. My CX has a painted black interior that is chipping.
