P0135 Code, Testing Results and ?'s (solved)
1998 Civic EX (D16Y8) coupe stock. A/T. 148k
Have a P0135 CEL and followed this: Part 1 -How to Test Trouble Code P0135 (1995-2000 Honda 1.6L) to check it.
Results:
Fuse 15 intact and not blown.
BLK/YEL reads 12v.
BLK/WHT reads 4.3v..( should be 12v).
o2 sensor pins 3 & 4 reading 13.6 ohms (acceptable range is 10-40 ohms).
Live in Florida so no worry of emissions check.
Is there a fix or bypass for:
"If your multimeter still doesn't register the 10 to 12 Volts DC, then the most likely cause of this missing ground is an ‘open’ in the BLK/WHT wire between your Honda Civic's PCM harness connector and the O2 sensor's harness connector."
Should I wrap the harness near the bracket with electrical tape anyway to prevent possible fuse blowing?

How to do that?
I measured resistance across C&D of oxygen sensor which read 13.6 ohms.
Are these harnesses connected correctly under the intake manifold? Is the gray piece that is connected to the blue piece just a cap?
Should I wrap electrical tape around them?

Side question if permitted...Is the tension on my timing belt correct or too tight?

Sup "dad".
Anyways when tensioning the best you need to align all timing marks (crank and cam gear), loosen the tensioner 1/4 turn, turn the crank 3 teeth and then tighten the tensioner. DONE, BEER, IMAGINATION HIGH-FIVE.
