p0122 and tranny shifts hard

p0122 and tranny shifts hard
What's up guy I have a 98 honda civic ex and I recently got a code for a p0122(tps low voltage) and once that check engine came on the tranny shift hard and delays the gear specially in overdrive and before that the tranny was fine no bad or hard shifts nothing and I a ready check the power wire to the tps I get 5.3v it has ground the only problem is the signal wire I try to adjust it and it's always at 1.3v and wide open throttle it's only at 3.5v so I bought a new tps and it's still the same could it be a bad pcm or bad throttle body if any once has a idea of what could it be i would really appreciate thank you
