Is it leaking from the radiator itself? If so you would want to replace the radiator. Make sure none of the hoses are leaking also.
If you feel the fan isnt working than you can start your car in the driveway and let it sit for 15-20 mins while you keep an eye on the temp. If it doesnt work in that time period come back and I'll give you a couple things to do in order to test the fan itself, thermoswitch and relay.
Radiator - $100 from Autozone
Thermostat - $20 est. from Honda - slhondaparts.com hondapartsdeals.com
Thermoswitch - $20 est. from Honda
Relay - $40-60 from Honda

Re:
Once you replace the radiator you will want to "burp" the system.
1. Pop your hood and remove your radiator cap
2. Start up your car and let it idle for 15-20 mins
*You should see bubbles coming from the neck of the new radiator you install. During this time frame the fan should activate, if it doesnt then you will want to...
3. Cut two pieces of wire long enough to reach from your battery to your OEM fan connector on the fan shroud.
4. Connect 1 wire from the "+" battery terminal to the "+" connector prong. Do the same for the "-". This will "jump" the fan. If the fan doesnt come on, then your fan is bad also. Put the connector back on.
5. Now grab a paperclip and locate your thermoswitch on your thermostat housing. Its should have a brown connector tip and be brass in color. Remove the connector and put each end of the paper clip into the female ports of the connector you just removed. You should hear a click and the fan should activate if #4 shows that your fan is good. If you hear a *click* and the fan turns on then your relay is good and the thermoswitch is bad (based on #2 telling us the fan didnt activate)
