Default OBD2 Questions

I have a 98 EK Hatch with a D16y7, I've searched and read that my car is ODB2A, because of its year. But I was working on my car the other day and my buddy noticed I only had one o2 sensor, and said it couldn't be OBD2 because they have to have 2 o2 sensors. Is he just wrong, am I missing something? I'm also about to buy a header because my stock exhaust manifold is cracked, but all the headers I've looked at (except the DC sports 4-2-1 model, which I'm buying) have 2 sensor bungs. Its not that big of an issue, I can weld a cap over the spare bung for now. How many o2 sensors should I have?

Also, my car is running really rich (25mpg), which I assume is because of the o2 sensor seeing all the air from the crack right infront of it. When I put the header on should I reset my ECU so it relearns the fuel maps? If I do reset it, should I drive like a grandma for a few miles and let it learn the maps slowly, or immediately go out and hammar and let it build a richer map?

you should have two O2 sensors, one precat, one postcat.

Fix the crack, reset the ECU by killing the power for 30 mins, start the car and let it completely warm up, hammer down and re-teach the maps.
