Here is a picture of some cams. If you look at the lobes you will see tacky-baked oil on them. It appears the lifters are not making contact with the lobes for the entire lobe duration. On the #2 intake you can see just the tip of the lobe is making contact. Is this bad valve adjustments?

Doesn't look to me like it necessarily points to a bad adjustment. You don't want the lobes to be in contact with the pads for the entire rotation. The gap left between the pad and the lobe when the valves are closed is what the feeler gauges are used to determine when performing a valve adjustment.

The gap is only on the back side of the lobe, not when the lift side of the lobe should be touching the pads.
If you look the the #2 intake lobe you can see that the ONLY contact is made at the top of the lobe (shinny dot), and not at any other part of the duration of the cam. THIS IS BAD!
Not only is the valve not open long enough, it is not open wide enough.

You can clearly see that the lobes have not been contacting the lifters/pads. Some one has to have seen this before during the 100's of engine swap threads I read.

first things first adjust the valves. if that doesnt work then you get to start with the fun stuff. rotate the cam to see if it is opening the valve. and how far the valve opens. you can take he cam to a machine shop and have them measure it to make sure you dont have a severely worn cam lobe. also check the rocker arm to to see if it looks abnormally worn. and finally check/replace your valve springs they may be worn out.

i didnt even think about the mileage... yea i wanna add that asuming your head (97) did u buy the car new? if not or is so was proper matinence done. The head doesn't look to be in it best condition. i have a 97 civic and my internals look brand new still.
