Default is it normal to have black carbon buildups on top of pistons???

ok im planning on buying a b16a2 bottom block from a guy and he told me that the bottom block have no more then 75k miles on it. the thing is that the block have been laying in his garage the last 7-8 months after he swapped in a b16b block. when i look at the block on top of the piston there seems to be alot of carbon buildups. is it normal to have carbon buildups on top of the pistons? he told me it is normal and it can be cleaned up with carb cleaner.

these are not the exact pictures but the block looks similar to these pictures.
