Default new block install: water pump question and crank pulley removal.. help

my friend has a bone stock d15 with some rod knock. so last night he went and bought a new block (oil pan, rods, pistons, water pump all came with it) for $10. last night we started movind the alternator head and all the wiring and hoses over to the new block. however, there is one hose that is on his old block that isn't on his new one. it comes from the black shaft that runs from the water pump to the pump gear over by the timing belt. the tube attches closer to the gear than the pump. the tube from the shaft was attached to the back lower part of the intake manifold before we took it apart. on the new block's shaft that runs from the water pump to the gear, there isn't a connection for the tube. does anyone know what this tube is for? do we need it? can we just move the gear, shaft and water pump from the old block to the new one?
finally, we tried forever lastnight to get the crank pulley bolt loosened. this thing did not budge. we actually snapped 2 socket extensions trying to remove it. we tried again and put a long pole over the ratchet to give up good leverage but the pipe just bent. we were thinking of taking the block somewhere to have someone break the bolt loose for us, but we were also thinking about just buying a new wheel, bolt, and timing belt. which would be cheaper? are those all the parts we would need? can we actually buy a new wheel and bolt?

thanks

Use all the stuff from the old block, including the black tube, and you won't have any trouble. An air gun works great for breaking the crank pulley bolt free. Are you using the special tool to hold the pulley? What size sockets are you using? If you are using 3/8 then that would explain why they broke. You will need to use 1/2".
