need idle help. steady @~1500, pull iacv, surges 1k-1500 ????

need idle help. steady @~1500, pull iacv, surges 1k-1500 ????
dropped a 92 gs-r into my 93 dx hatch with a 95 gsr trans using a p61.
been trying to get my idle figured out. to my knowledge and referring to a helms diagram i am pretty confident i have the vacuum line routing right. it was surging prior to rerouting one line and now it's steady.
when i start it it'll rev to 2000ish and then ease down to 1500 (used to pulse there) but now it's steady. i searched and figured maybe it's a bad iacv or fitv. the thing is when i unplugged the iacv the idle started surging..maybe 1100-1350? 1250-1500? regardless i thought with the iacv plug removed my idle was expected to drop to a reasonable level.
i don't throw any codes although i was throwing an intermittent ELD code (20) when driving it. i have had the fortune to discover my input shaft bearing is cooked and needs replacing so i have been hesitant to drive it much. any suggestions?
