When i give the car gas when it's in neutral, the idle will go up then go down slowly, then go down natraully, then back again then down normal. Here's the thing, everything idles good with the IACV not connected. I already cleaned the IACV also.

check the vacuum lines.

either it has a hole in it or something

 

nope no holes in lines. Also idle is high, 1k and the idle screw is turned in all the way.
