Well i'm thinking that your brakes are worn. If not, i'm sure you can adjust the cable. I would only adjust the cable if you find out the brakes are fine. Check the brakes first.

im assuming it's drum brakes...so just check the pad wear on the shoes. if they are down to the metal, do a brake job. I don't know about adjusting the whole cable thing man. Maybe someone else can vouch for that and say it works...i've never done it.

You have to remove the plastic center console going b/w the seats that covers your parking brake handle. Pop up the little plastic cover with a screwdriver and remove the 2 phillips head screws, pull out the ash tray on the back facing the rear and maneuver the console out.
Afterwards you'll see the 2 cables @ the base of the handle with an equalizer and an adjustment nut. I believe its a 12mm righty tighty lefty loosey. You want it anywhere from 6-8 clicks for it to lock your rear brakes.

most likely you just need to adjust the rear brakes
theres a bolt on the backside of the drum that you need to tighten that should do the trick...try that before doing the brakes because the shoes are a bitch to replace
