Default is my Fast Idle Thermo Valve broken?

heres the scoop as of saturday:
my idle was acting up, at start up it was 3k... settled to 2200.. then at cold it would surge between 1-2k... "brum.. brum...brum" awfully annoying really. i tried adjusting the set screw on the front of the TB.. the stopped the surging idle when warm.. but it held at 1900 most of the time. i finally got around to taking the FITV apart today.. i shook the TB and it sounded like a ping pong ball in there. i cleaned and tighted it down tight. assembled everything, at start the rpms still shoot up to 3k but slowly make there way down to 1500-1900 back and forth slowly(but not like it was) and warm idle is at 900...
now lets fast forward to present day..today. cold idle shoots up to 3k and drops to 1500 right away like its going to die and then up to 2200 and slowly drops from there.. but it will surge a couple of times with in about 500 rpms in the "warm up phase" now warm idle is at 1100 consistant and smooth but when coming to a stop the idle will surge from 1100 to 1600 and hold at 1200 when stopped! the engine is still stock with the exception of header and intake, DC2 radiator.. i have no idea what else to do. sorry for the long read. thanxx

I'm sorry what year is your car.

On the 92-95 D16z6 there is a white plastic screw in plunger that faces the firewall. that needs to be screwed in and tight.

its a 93 w/ a B20Z swap... LS manifold, ive already removed it, cleaned and tightend the screw saturday afternoon, but its still not 100% correct during warm up
