None of us have true Japanese cars so we can't tell you. I have no idea what this blue plate you are talking about is.
Sick *** car though, I can't believe civics came with recaros and momo sws like the evos.
I wanna go to japan =D

From what I gather, Japanese cars have blue VIN plates that they put in their engine bays. If you haven't noticed yet, some websites sell them as a bling part so you can be more "JDM".
If the numbers don't match up, one can only assume the engine was swapped at some point. I don't see any other explanation.

I wish I was Japanese and not Korean and had relatives in Japan to ask for yah . Sorry if I provided any false information. I'm just going by what I presumed were the facts.
Hope you get this solved!

the number under the B16B is probably the same as the numbers we have. its the engine serial number and does not match a vin number on the car. its is a unique number to that engine, and that engine alone.

Just tell him the engine was swapped with a better one with lower mileage and call it a day.
OP, if you're talking about the line under the Engine Code that nobody ever brings up, in USDM cases at least, I'm fairly certain it has nothing to do with your VIN, 85% sure. Hope your builder isn't talking crap out his ***, that would worry me.

That number is, indeed, a block casting number and has nothing whatsoever to do with the VIN (the blue tag). You can tell by the first number of the block number approximately what year it was made if you have a Japanese parts manual.

Go to Honda and have a VIN inquiry done.
You can do this in the US at least. They can look up your VIN and print out the original engine serial number, mileage when first sold, when it was delivered, etc. It was free when I got it too.
