Default more problems with idle speed...frustrated

car is 95 civic b16a chipped p28. no cel's. i keep setting my base idle and it doesnt help. keep bleeding my coolant system, and i have correct timing. im thinking there has to be something wrong with a sensor or something electrical. car will start up and idle normally and drive normal. but when i clutch to start to slow down it will do one of two things....(1) the car will idle at around 2k rpm until i come to a complete dead stop and will fall to about 1100rpm. or (2) it will idle at around 1100-1400 and fall to about 400-500 rpm when i come to a complete dead stop.

makes no sense to me that it is different whenever it wants to be, and when i set my base idle, when im adjusting my idle screw to read about 450 with the iacv unplugged, if i start out with the screw closer to the closed side it wont take much adjusting to get it there, or when i start out with the adjust screw closer to open it wont take much adjusting to get it there, and the screw never ends up in the same spot to get to 450 rpms. and ofcourse after i reset the ecu and plug the iacv back up it seems normal until i drive it again

im thinkin of tryin my friends s300 ecu he has and using the p30 maps and just monitoring what each sensor is doing and seeing if i can notice anything weird

any advice please help
