Missing fastener on valve cover?

Missing fastener on valve cover?
I just picked up a 98 Civic LX to fix up and use as my daily commuter.
Was going to swap plugs and wires when I noticed the plug wire closest to the hole (circled in red) was soaked in oil.
Anyone know if a fastener belongs there? If so, anyone know the length/thread pattern on that bolt? Looks like this might be the reason oil is in that plug well.

If that is there then that hole on the value cover is empty.
And the bolt is something like a m8 1.5 I think.
Edit
The bolt that hholds the throttle cable to the valve cover. That bolt is the same size
