Default Mini Me Overheating Problem

I have searched and can't find what I am looking for.

I have a D15b block with a D16z6 head. I have had the car since last June and got it from a guy that I traded with. The car has ran smooth and still does, it doesn't smoke and no water in the oil. I have changed the thermostat, waterpump, and radiator cap. It only overheats after about 30-40 mins and only when sitting still, but as soon as you start going down the road it goes back down to the normal temperature. If I could get any help on this it would be greatly appreciated.

Fan is working. I have wired the fan to come on when the car is started. Have had to do this to keep it from overheating the whole time and everything.

I don't know about both being warm, the top radiator hose is warm, but haven't checked my bottom. However, it does seem that it is getting air in the system, because it ends up blowing water back out of the Overflow.

The Waterpump is new and is the 2nd one that I have put on the car, first one was used. I went and bought a new one and put on.
