milage numbers are not rolling!

My friend has a 93 honda civic HB and his milage numbers don't roll at all. He bought it like that so what is the problem? His speedo and rpm works though! Is something unplugged?

VSS control the speedo, not sure about the tach. Maybey his cluster is unplugged.
