Default low voltage reading

my voltage reading is around 11.7 and when i drive my car, after about 15 minutes the temperature guage on my clusted starts to go up and down from operating temp to high. it stays at operating temp when im on the gas but when its cruising but still in gear, the needle bounces up till i put it in neutral. what could cause a low voltage reading and my temperature guage to act up?
