Low Power Below 2000 RPMs
Recently, within probably 7-8 months I had some work done on my Civic. The car blew a penny size hole in the main radiator line and overheated the car pretty much instantly. I had the head resurfaced, new head gasket, timing belt changed, dizzy changed as well. Since then my car had this slight hesitation in the lower rpms until around 2k. One day I decided to punch it and threw a CEL, I never got the CEL code from that time, it eventually went off as I was never able to retrieve the code. Probably since January my car has had this low low power before 2k, then once it hits 2000, it immediately jumps up and goes like it should normally. I replaced the spark plugs for the new year, air filter, vtec solenoid gasket(oil leak there).
I'm thinking that the timing is off, I adjusted the dizzy timing by advancing it just a tad. It helped but that lack of power is still there. I wanted some other opinions first before I took my own thoughts into play. My fear is that if I adjust the timing belt, that won't do any good and all that work would've been for nothing.
Any thoughts?

I was thinking about getting one, just for myself, my dad had one at one time, but I believe it'll be a good investment. How much do they usually run? I live a good ways out of town.
BTW, I forgot to mention what car I have, it's a 1995 Honda Civic EX Coupe 1.6L VTEC. D16Z6. Completely stock.
