Low idle when starting up

Low idle when starting up
For the past few days, I have notice every time I start my car up in the mornings around 15-20 degrees out, It would stay close to 700-800 rpm. Before that started it used to be 1500-1700 rpm.
What is causing the problem? I am just asking if its okay before I get stranded somewhere as in like a part is failing.

need help, i just rebuilt my 92 civic d15b7 i have re-timed it by the book three times it starts right up but idles rough and wont rev out seems to be cuttin out it has a new distrubtor, plugs, and wires. ive checked over it numours times everything seems to be hooked up what else could be causeing this problem.
