Did you look at the low filament on the driver bulb? It may be bad, even though its new

double check the fuse and bulb, the high beam fuses and low bem are sometime in different places (under hood and under steering wheel)

I had this problem in my car.... turned out to be the connection between the bulb and wiring harness.... try some dielectric grease, or fiddling with the prongs.
