limp mode ?!?
Just put a fresh d16z6 swap in my buddys 95 ex, starts and runs perfect with no codes, except it wont rev past 5500, im assuming its in limp mode, I've changed the ecu with a known good stock p28, and changed the vss, still same thing. Any suggestions ? Im also in the mix of getting a hold of another friends distributor to see check that. Like I said no codes.

This may sound stupid but are you sure your tachometer is accurate? Easy way to tell is if you hear VTEC engage or not. I was about to recommend you buy an ELM 327 on eBay for $8 to verify but that wouldn't work because you are OBD1. Only way to verify would be to swap in another cluster or temporarily hook up an aftermarket tachometer.
I find it strange that your car would be in a limp mode without a check engine light.
