Just a b15b motor questions in a 2000Ek

The prob i have here is mass laws Inspection its messed up if its obd2 it has to stay that way in less its 25 yrs old. So i can direct fit the distributor from the d16y7 to the p2a head. or would i be better of just doing a head swap. Putting the d16y7 head on the d15b block.
also what kind of gain would it be to swap out the intake from d16y7 to a d16z6 intake. just wondering.
