Default Intermittent Fuel Pump

Okay, so my car is finally about completed and ready to go back on the road, BUT.... sometimes when I go to turn the key to position two or start the fuel pump does not kick on and the fuel gauge will go to empty. I'm curious as to whether this is a short, a problem with PGM-FI relay, the fuel pump, or possibly something else.

try the relay first... they tend to cut out before they die completely... I always have a good stock of them because i've been through a few in 2 years.

Yeah I'll have to pick up an extra tomorrow. Hopefully that's all it is because I don't want to have to follow the wires looking for a short.
