Intermitent No Start, VTI Hatch

I have a 93 VTI hatch (JDM B16A2) and sometimes after driving it for a while it wont want to re-start, in cranks but wont fire. If i let the car sit for a few min or so and try to restart it, it will turn over like nothing was wrong. Not sure if this other problem is linked to this but it also seems as if the ECU isnt raising the RPMs for the power steering pump (turning in place), AC, headlights, etc. It seems as if it wants to die sometimes.

I was thinking either the Idle Air Control Valve or the Main EFI Relay. What do you all think? Thanks.
