94 Civic / automatic LS swapped

if the torque converter was bad would it prevent the tranny from Shifting??

cuz its not shifting and not revving past 3000 rpm when on D(drive). it stays at 3000 and not shift at all. when i put in D1 it'll rev fine but it wont shift gears it stays in 1st.

could this be a Tranny problem or a sensor maybe????
