Default iac valve questions

New here soooo, Hi !!! I just bought a 99 civic that had the valve replaced already. Problem is that it didn't fix the problem of the engine surging at idle.

Any ideas on what to check next?

I'm having the same problems with my d16z6 in my del Sol. I think my IAVC is bad, but I did clean the fast idle thermo-valve (FITV) and it was dirty. It's located on the bottom of your throttle body. Try cleaning that with brake cleaner and see if that helps.

I do have a check engine light also. The code is P1509. Assuming the new valve is good then what and why would the wiring coming to it fail?

OK, I bought a manual. Did all the tests and everything checks out good. The book then says to have PCM checked out by dealer.
