make sure your cat converter is in good shape, or make sure there is one on the car. or search for the seafoam thread and clean your motor, see if that works

Most common cause of over fueling is a bad O2 sensor... although those are expensive...
Depending on how close to the threshold of the limit you are you might be able to just get away with cap/rotor/plugs... that way it's burning everything a little better.
You CAN get it to pass just by messing with the timing but you have to be able to test it on a sniffer... and tune it to appease the machine... then set it back to normal.

Re: hydro carbons (egdriver94)
the issue isnt too much fuel going into the engine, the problem is that there is not a complete burn...the fuel regulator or 02 wont fix it...depending on how much you are over a simple tune-up could solve the problem.

i agree. Start off by doing a complete tune up (hotter plugs). I would also suggest throwing in "heat" or "Lucas" fuel additive. Pour it into 3/4 to full tank. Wait until you have to refill your gas again...then go and take it through emissions/smog test. You DO NOT want to take it through the test with the fuel additives in.
