take the clip on off. it is probably too heavy for the pivot.

I've heard that wrapping a rubber band around the pivot point works.

I have a 97. I used to have the same problem, especially when driving fast with the windows open(like back and forth to vegas) or during bass hits from my box. What I did was take apart the assembly and then you take a surgical glove(you should be able to find on easily) and cut off the tip of one finger. When you put the assmble back together you put the fingertip of the glove on the ball joint and the tighten the adj screw all the way. That should clear it up. What RSZero1 said, but instead I use newpaper. Before I did this, hard bumps would knock it down and when bass hits from my subs, it would go all the way down. Now it's so stiff, I gotta use two hands to move it lol.

Um..is the base of the mirror connected to the roof or the windshield??

I know in my gf's prelude(connected to the roof), theres a screw that controls how stiff the rear view mirror is.
