How important is that "notched" washer on the fuel line?

How important is that "notched" washer on the fuel line?
Hey what up guys.
I got a B18A1 in my 93 hatch DX. My car has been running slugish at times because of what I believe to be a fuel problem. Sometimes even the idle drops pretty low (350-400rpms) . I have brought this problem to some other knowledgable friends of mine and one of them asked me If I was using a washer on the fuel line that has some grooves in it. I will post some pics of the washer in a second. BUt I was wondering if this would effect the performance of my car.

it shouldnt, but get a good fuel on both ends. chasebaysonline.com sells inline fuel filter kits $60 it hides it but new fuel lines!
