get some meguires Plastex and you'll be golden, but if you want to use your tooth paste I wrote a quick tutorial on that:

buffed them with a buffer just like how you would buff a car...but on low speed or else you will mess up the headlights. i used plastic cleaner before and it works too. but it didnt come out that clean for me

Best way to do it
PS:
IF you don't have a buffer they sell attachments that'll attach to a drill....obviously the intent of working like a buffer...so regardless of whether you have a battery powered drill or cord, you could get a buff attachment to do the headlights with at autozone or the such for like 10 bucks.
EDIT:
My friend did it...of course he was on speed and spent from 11pm to 4:30am in my driveway doing it....but I don't think there's a need for it to take that long...but he was happy so iono
Point being, it looked nice, but he had other **** in mind.....making them perfect..but whatever.
Oh yeah, another thing he did was use a high grain sand paper WET SAND PAPER!! to clean 'em off before doing it...just like you would when you'd buff a car...so just give the headlights a quick wet sanding with a high grain sand paper to clean 'em up and get some of the extra **** off of 'em..then do that with a plastic cleaner and a drill/buffer with a buf end = niccccce..
I would do it to my car if I had time and gave a ****...
