Take a large flat head screw driver and slowly pry it off or try sticking half in the wheel and use it as a leverage to pop the cover off.

Do you mean the stock hubcaps?
Just put the tire iron side of the jack inside & gently pry it off. Shouldn't be too much trouble. Or am I totally misreading what you're asking?....

alot of newer cars also have plastic rings surrounding the lug nuts to hold the wheel cover on. If it won't budge... you gotta take the wheel off of the car first.

Im takin the covers off my 93 Civic will I have to take the whole wheel off? Or will that wheel cover just pop on and off without takin the wheel off?
