Default ?how to check the check engine light?

i have a 1994 honda civic ex and the check engine light is on. i thought all you had to do is take paper clip and put it in the free hanging grey harness under the driver side dash and turn the key on but it doesn't work. the light just won't flash. then i thought it might be the one on the other side. the blue two pin connector but it didn't flash the light either when i turn the acc on. i always thought that was the one for the srs light.

my car idles weird. when i start the car it idles at about 2500 to 3000 rpms and then it idles irratically. it constantly revs up and down from about 1000 to 1500 rpms. i have an after market air intake on it and someone said that might be it???. any suggestions on how to get the check engine light to work and fix my problem????

thanks
