How can i tell if my D16Y8 is non vtec or vtec?
Just wanna know if i have a non vtec or vtec engine. also is there any cons in having a non vtec engine?

It's vtec. The solenoid is there. I circled it in red in your picture. Even blurry I can see the rusting case of it.

In an attempt to verify your questionable conclusion, I subjected the blurry picture to the FBI's VTEC solenoid recognition software on a supercomputer. The supercomputer concluded that the burry object was a dead mouse.
By the way OP, the D16Y8 is by definition a VTEC engine. You'll make progress by simply verifying that you have a complete D16Y8 engine.

OP to do this, you need to pull the head code like RonJ posted before and posted a link on exactly how to do that with the "d series help! - which engine is this?" link.

It's really bad man, you gotta get that looked at. I saw a guy that had rust all over his VTEC and halfway down the race track, the VTEC broke off and blew the whole engine up. Here's a video of it
