Honda-Tech GSR and OBD1 and EK MEMEBERS --- PLEASE HELP!

Honda-Tech GSR and OBD1 and EK MEMEBERS --- PLEASE HELP!
The setup:
'98 Ek Hatch , with a B18c1 (GSR) motor swap. (complete) Stock.
Currently running a obd2 to obd1 wiring harness w/ Obd1 gsr ECU.
Compression is 220 across the board.
The problem:
The car will not rev past 4k rpm, the car will drive, at wot the car bogs out, at medium acceleration, and then release, and medium acceleration again, the car once again will bog and struggle because of this. will not travel over 50mph...
I have tried:
changing ECU's, Changed the distributor to another oem gsr obd1, Checked the fuel injectors....
What else could be the problem? i would like to thank anyone in advanced for the time and help put in.
