High Idle-- Sometimes

High Idle-- Sometimes
Did a '00 b16 swap in my '96 Civic.
Problem is: when starting up cold it idles high ~2000rpm.
When the car is warmed up and I turn it off and on again it idles normal.
It will continue to idle high even when warm UNTIL I turn it off and then on again.
Removed Idle motor and cleaned w/carb cleaner, no luck.
Any suggestions?
