Help with rod bearings.

Help with rod bearings.
I in the progress of building my b16a for turbo. And this is giving me a headache.
Anyways. I bought some new rod bearings and found out that there are scratches on them.(looked like someone sanded it..and I can't return it) I know in the old days, they used to sand it down with fine sandpaper.
"Is it ok to sand the surface of the rod bearings to smooth it out? Would it cause any problems or shorten the life on it?"
Someone told me that we can't sand the honda bearings cause of it's special coat..I'm lost and counfuse..

Well, first, if they're new how come they're scratched up? How come you can't return them?
Lastly, modifying the bearings will modify the clearances
