What years are we talking about here? 99-00 vs 96-98? If so, the 2 outter most clips on the bumper that clips to the radiator support will NOT line up/fit. You'll need to drill new holes and slightly modify the grill area. Once you mock it up you find out.

The "1996-1998" bumper without the lip(s) looks the same except the SiR bumpers have the moldings on the bumper.
The OE under spoiler, commonly called the "SiR front lip" was optional for several different trim levels. The moldings came on all trims besides the Type R and coupe bodies.
The Type R lip was standard on the Type R and was not available on any other trim levels.

1999-2000
The "1999-2000" bumper without the lip(s) looks the looks the same.
The lips available for the SiR was optional for all trims. The lips on the Type R were standard on the Type R. All 1999-2000 front lips are the same construction. So yes, the Type R lip, the Si lip, and the optional lip are all the same.

I prefer the '96-'98. The '99-'00 mostly look the same to me.
I'm not a big fan of the OE underspoiler (SiR lip) though. I like both SiR and CTR fronts equally.

I'm a big fan of keeping the same front that came on the car to begin with. Perhaps a conversion if there is enough front end damage that the core support is damaged, but I'm not a fan of changing it when the front end is fine to begin with.
By that I mean stay with some sort of '96-'98 if you drive a '96-'98, and stay with some sort of '99-'00 if you drive a '99-'00.

how much would a 99-00 front end conversion cost? and what are all the parts that you would have to buy for it to happen?

Re: help please !!! 96-00 ek bumpers issue !!!!
also is there really a difference with the hood/fenders/headlights besides size fitting?
if u just put on the 00 bumper it would be too big right?

The pieces are all basically the same size.
You need them ALL to do the conversion.
The conversion will cost you anywhere from free to list price from Honda.
So I priced all those parts out for you.
Bumper: $175.45
Lip: $301.83
Grille: $160.05
Fenders: $351.80
Core Support: $333.41
Headlights: $448.25
Hood (with seal): $407.82
That comes to $2178.61 brand new from Honda at list price.
What I'm trying to get through to you is that the price is going to vary GREATLY because of where you purchase it. Will it be OE parts? Will they be new? Will they be used? Will they be from a salvage yard? Will they be from a private seller? Will they be from someone into the scene who knows the worth of these parts? Will you buy them all together? Will you piece it individually?

It's not even a matter of it being too big. Look at the front ends. They're just to different. The angles are ALL different. It's like round block in square hole.
