I checked under the hood for the fuse box and replaced the 10a and 20a but it still doesn't work. Re: (blkSi)
The hazzard button on the dash is a red triangle to right of thre steering wheel. This control the blinkers as previously mentioned. I beleive it pops out just be gentle and firm. The horn it self may be bad. If you are close to a local pick and pull (aka junk yard) you can find used replacements for like $5.00 for both.
The hazzard switch it self is most likely the problem.
As for the horn it ssounds like the horn has gone bad, you can check to see if its getting voltage with a volt meter when the button is depressed. The horn is under the front bumper on the left side un plug the clip and test.
If you know someone with 92-95 civic you can test by swapping temporarily, both of these items are easy to access, remove and unplug, and replace.
