Default HELP code 20

Ok..so i have a code 41-Primary oxygen sensor heater..So i change out my o2 sensor and reset the ecu. Now i have a code 17 and 20...17 being my vss so my speedo and odometer dont work...But the code 20 is Electrical load detector? Apparently it is built into the fuse box and in order to fix it i must replace the whole fuse box. Why did all of a sudden after i fix my o2 sensor i get both of these codes? I havnt taken the vss out yet and it plug is plugged into it still.

Ok now my car doesnt want to crank up. Like the battery is dead..It slowly cranked then stopped. Would this be because of the ELD?? I want to figure this out before i buy a new fuse box and the same thing happens.
