Help with code 14 IAC on 99 ek hatch b20b swap

Icon2 Help with code 14 IAC on 99 ek hatch b20b swap

Here's what's going on:

The Swap
99 civic ek 3 door
b20b motor from 98 CRV
Intake from 98 Integra LS
P2E-A12 ECU (Stock)

The Problem
Current CEL code 14
Reset ECU (Unplugged neg terminal overnight)

The Electrical
D series harness (stock)
All needed conversions (Crank sensor mod, extended MAP, Extended O2s, etc.)
Converted 3 wire IACV to 2 wire IACV based on instructions from

Diagnostics Performed
Checked voltage to chassis ground on IACV 2plug 2nd terminal, 12v
Checked voltage to chassis ground on ECM Harness B Terminal 23, 12v
Quickly Touched ECM Harness B Terminal 23 to Terminal 2, IACV Clicked

According to Honda Service Manual I have a bad ECU.

I find this incredibly hard to believe. Any ideas or input would be helpful. Thanks

This might seem silly after your tests, but have you tried just swapping it for another IACV? Might as well try it.

Code 14 is the OBD1 code. There is more than one OBD2 code that falls under code 14. What specific OBD2 code is thrown?

Is there an idle problem?

Yes i have an idle problem, it will surge at around 1500rpm. This is the only code i am getting so i really want to fix it. I followed the flow chart diagnostic and after the "click test" it assumes the only other thing is to swap out the ECM with a know good one.

I know i have odb2b but i dont have access to a scanner, so i used a reference that was posted here about the CEL codes list and how to check it. Put a jumper in the daig plug in the passenger kick panel and magically I get 1 long blink and four short blinks (code 14) which is the list says IACV problem. If it clicks doesn't that mean the IACV is functioning?

Auto parts stores will pull OBDII CEL codes free of charge. Under code 14, there are two VERY different OBDII codes. You need to know which one so that your troubleshooting becomes focused.

I picked up an IAC and an ECU from a local parts yard
IAC from 95 Integra
ECU from 99 Civic DX

Same problem exactly

CEL Code with scanner from Auto Store
P1509

What does that mean?

Try swapping the plug from the purge sensor, to the iacv and vise versa. I will post the respective wire colors later (I'm at work.) I had the same exact problem on my swap. Turns out I had the sensor plugs mixed. If that doesn't fix it, clean out your iacv with some brake cleaner, make sure it's completely clean and dry before putting it back. Another thing you can check is the fitv which is normally under the throttle body. Undo the three bolts and the inside bolt will need to be tightned all the way in. Good luck.

P1509 is a IAC Valve Circuit Failure

It is pretty clear that either your iacv is bad or the wiring is bad. IACVs rarely fail, so I would double check your work. Make sure you have the wires spliced properly, check the contacts on the IACV to make sure they are not bent or dirty, inspect the plug and make sure that the contacts on the terminal are not broken or dirty. The yellow/black from the harness needs to go to the green/black on the terminal, and the black blue wire from the harness goes to the black wire on the 2-wire terminal.

If your work is good, get yourself a known working IACV and replace it. If the integra intake manifold you used in your swap was sitting in a junkyard or was thrown around in a pile of car parts, the IACV may have sustained damage.

The problem likely lies with your 3-wire to 2-wire IACV conversion. Double check your work.

Ok u perform the iact which was 3 to 2 wire sensor right so u still use the same dx model ecu that's ur plroblem cause dx ecu reads the 3 wire sensor instead of a two wire so get ex model ecu but since u don't have vtec get a jumper from obd 2 to obd 1 with a ls ecu

A double and triple checked all wiring and connections. This is not rocket science.

I cleaned the IACV with brake cleaner and let it dry overnight.

So, I have decided that an ecu swap is the right course of action. If my ecu is expecting a 3 wire IAC (2 signal wires and a ground) there is no conversion that is going to "trick" my ecu into believing there is still a 3 wire iac attached. I beleive the solution is to switch to a p75 ODB1 ecu from a 94 Integra and an ODB2B to ODB1 harness from phearable.net.

I appreciate everyone's help on this. I'll keep everyone posted if you would like.

I don't think this can be the case because of the IACV "click" test. Also, the orange wire that got unplugged from the ECU as well as the IACV.

any results? just realized i had made a complete duplicate of this thread... suffering thru the same problem and contemplating suicide as a way out...

almost forgot... so i took off the intake tube and covered the throttle body with my palm... should the engine have died? could this be the cause?
