Default HELP!!! 99 civic w/99 B18c swap went to get it REF

I live in Cali and I went to get my car refereed last week, I passed inspection and everything else, but when they went to smog my car they couldnt get no signal nor codes from my under dash plug. I have no cel codes, car runs like a champ. Has anyone had a problem with their under dash harness, you guys know what I'm talking about right, the place where you hook up scan tools to, its the plug under the driver side dash. So I cant get my car refereed without them smogging it, otherwise I would be driving a BAR approaved civic. Any help would be gladly accepted.

are you using stock harness? are you using stock computer? depending on how it's wired, the diagnostic wires may not have been addressed during the swap. car would still run fine, it just wouldn't be sending the obd2 signals to the port.

also, check the port, and the wiring between it and the main harness under the dash. has it been hacked into or oterwise cut (say for an alarm)?

I'm using the stock 99 civic si wiring with the obd 2b p72 ecu, now that you mentioned it the underdash wiring was hacked into for my alarm and a few months ago my car alarm just fried on me for no reason, so I had to unplug my alarm just to start my car and drive it normally. I'm really stuck because I need to get my car smog. What should I do, should I completely remove my alarm box, I already check the plug for cuts and so far I cant find none. I'll start tearing apart my underdash later on today and keep you posted with what I find. thanks.

There are only a handful of wires we're dealing with here.

On the 99 Si:
1) ECU pin A21 is the data in/out which goes to pin 15 of the DLC.

2) pin 12 & 13 of the DLC are grounded through G401. G401 is in the left front kick panel area.

3) And pin 8 of the DLC is fed +12v, all the time, through fuse 43 (interior light).

For the 98-99 Teg ECU, pin C8 is the data in/out. For the 00 model, it's A21.

Try getting someone else to check your DLC connector could be the smog machine was the fault. I see it happen all the time at my work our new $30K smog machine will not comunicate with certain vehicles, but my 300 dollar autoxray scanner reads DTC and Monitors just fine and vise versa.

By the way how did you end up needing to go to Ref, ticket or want to be safe about C.H.Pigs. My want to get my swap reffed before doing internal work to engine.

All think I need is a stock air box w/resanator and Cat. the reason I need the cat is on my last smog I pass HC by 1 PPM(parts per million) on dyno 2500 rpm run. but only like 7 HCs off dyno.

you can rent obd2 scan tools from autozone for free, or close to it.

what ecu is the obd2 p72? it's not a 99 civic si (p2t), that might be your problem.

Thanks for the insight EE_Chris. I'll go check on the pins tonight. This is the first yr I had to get my car smog, so I decided to get it reffed and smoged at the same time, might as well make it legit so these pigs can stop harassin me for no good reason. I already took my car to a Honda specialist shop and left it there for a good week, the tech guys workin there told me they dont know whats wrong with my car either. So hopefully I can get my car workin on a smog machine. Thanks for the help, this is why I love honda-tech. There is actually people online who can actually help others, not just flame on them all day for stupid reasons.
